Because they can't design a good car besides the Z06 and ZR1 and their trucks/SUVs. Then when gas prices started going up everyone stopped buying them (they weren't really selling much before that either).

Also they can't make a car that can compete with the Civic/Accord/Camry/Corolla or 3 series/C-Class.
