One theory is that the brain pathways these people utilize when translating thoughts into written words have been influenced by the audio processing portion of the brain, so two words that sound similar can excite the other word's bit of memory on how to spell the word. And lack on feedback about the wrong and right spelling maintains the ambivalent neural pathways. I wouldn't be surprised if "brake" is an extremely rare word to encounter during school reading. While "break" is possibly much more common? So the one spelling is the reflexive "default," so to say, for the homophones.

Although, could be that a person who doesn't encounter "brake" enough isn't even aware of the different spellings. Which is indeed ignorance traced back to lack of proper education on the matter, I'd say. (And which has absolutely nothing to do with the person's overall intelligence, by the way.)

The break/brake issue might go away if, say, The Art of Racing in the Rain ever becomes required school reading.

There are many different dialetcs (sp) in both of those countries. If your implying they both know english fairly well, once again go figure, english is the language of the world...
