There's absolutely nothing wrong with sharing a table with a complete stranger. You don't need permission to share a table when it's crowded.
If it's not crowded then yes, it would be strange and maybe a little rude to share a table.
I take it you're not from a very urban area? Not an insult or anything. It's just that I used to live in an urban setting and the places I would frequent are usually very crowded. It's perfectly normal to sit where there is room.
I now live in a suburban area and I can see that people here might be uncomfortable sharing a table with a stranger (since it's a rare occurance), but I still don't see how it's rude.
I know you did not set up your laptop yet, but that size table would not be ideal for sharing if you have a laptop that is going to take up most of the table space.
It's really just a matter of common courtesy. You should have said something when he came back to his table, but it probably looked like you were just commandeering his table.
I have no qualms about sharing, even if that is not the norm in the tiny hamlet of Dallas
