9k to 8k...reduced cause of the longer travel distance of the pistons

I can tell you it is sunny in Cleveland (if that makes any difference!)

Well, MONICA -

The good news is that I added you and EVAN to the Dundee Drive.

The bad news is that the long-range forecast is for rain.

Sometimes you can't win!

The total piston speed of the longer stroke of the F22 would result in what Honda decided was an unacceptable piston speed at 9000rpm.

F20 stroke is 84mm at 9000rpm = 756,000mm / min
F22 stroke is 90.7mm at 8000rpm = 725,600mm / min
If the F22 ran to 9000rpm = 816,300mm / min

It is all about how safely you can move those parts, stop them, and get them moving in the other direction - in an engine you expect to run for 100,000 miles unlike F1 motors that they only have to last a few races.

4 to be exact.

well...actually the gearbox has to remain unchanged for 4 consecutive races...I think it's totally fine to do an engine swap after each race.
