I'd probably stay away from them.

Well the reason I want a hardtop is because:

1) my car is parked outside a lot (work & school)
2) my soft top is getting worn out.
3) I just like the look more
4) umm I think that's it, oh and to avoid the rain during winter and fall

Or he said that i can try searching every honda dealership and see if they have one that they just want to get rid of cheap.
I think he is wrong on this one since to my understanding no dealer has ever kept them in stock. Those that have gotten their HT's from the dealership can confirm, but I think they have to be ordered from Honda.

So I did some research on s2ki and many people said to order from a member name "gunshow"... is he reputable? Does anyone know him?

And many others said order from iigqconcepts.com? Is this place anygood? It is a pretty good price, 2000 with hardware...

That's right.

When the dealer ordered mine I was told that the hardtops are not stocked by any dealer AND not by Honda USA. The order was placed and the top was painted in Japan and shipped out to my dealer here.

I was told the same thing and that's why it takes upwards of a month to arrive.

Both are fully functional
If you can't hit the button and put the top up, it is not functional.
