Sounds like Francis (a PNW'r) answered your question. I googled some images and there are visible threads on sets that have not been lowered all the way.

So is it the blue fork needs to be twist down more?

Dude seriously??? They can't be safely lowered anymore. If you really HAVE to go lower then buy different coilovers.
