There is nothing locked on OBD2. Any generic reader will pull the code. There are some codes which are unique and you may need to look up, but Google doesn't charge you $99 for it.

All AutoZone stores have Actron OBD2 scanners. Sometimes the people working there will even have a clue how to use them. Never pay a dealer $99 to pull a code.

Make sure it's not your fuel filler neck and not your gas cap. There was a service bulletin on your car about that.
