Get a PO box elsewhere in the state that doesn't require emissions and register your car at that address. I'm pretty sure much of eastern WA doesn't have it and I know parts of Snohomish county do not.

Problem solved.

Run a piggy back so you retain your emissions compliance. Find a tuner that is comfortable with the E-manage and you can easily run that set up. Or if you really feel you need a full stand alone, then kpro will be your alternative.
