Jerry's answers are good for offset calculation stuff, or you could just ask the guru of offsets, RT!

I bought my CE28Ns from R & D Motorsports, who were great about it. They used to be a sponsor of this site, but had some kinda falling out with the management.

Despite what Ray says, you can add up the lengths of the lines if you want. Maybe you can't say "tire A has a 10% longer line than tire B, so it has 10% more rubber to the road", but you can conclude that tire A has 'more' rubber to the road (assuming that the lines measure representative parts of the tread), just not quantify how much. As he says, that would require measuring the comparative area of tread.

Don't forget to consider that one of the lines starts and stops 14 times compared to 16 on the other, so you do need to factor something for additional tread blocks and squirm, and the resultant heating from that sqiurm etc. etc.

I bet a slick with less total line length than either one of those tires in the same compounds would provide better grip.
