a very cheap program, actually it's free, is called Photoscape.com...give it a try. I used it until I bought photoshop elements 8.

I'm thinking about buying Elements 8, how do you like it?

Picasa from google. It's free, can handle raw, and is so easy to use it's stupid.

I've had print work published that I edited solely in Picasa, fwiw.

I'd say start with Picasa (free!) then consider Adobe's Elements after you have some understanding of photo editing. There used to be a cost-effective upgrade path from Elements to Photoshop. Not sure about today.

I don't really see Photoshop as good for a noob. The learning curve is wicked. I'm using it since version 3, read a bookshelf full of how-to books, and still use maybe 50% of what it offers. When I show noobs my workflow they go "huh?." But several noobs I know use Picasa just fine.
