the more I shoot with my Canon 70-200 f2.8 IS, the more I love it. the weight you get used to and the fact that its f2.8 allows for lower light and using an 1.4x extender you can turn it into 98-280 f4 IS!!

IS is worthless for stopping the action; it's only good for those who want to hand hold at lower speeds. I have the 2.8 IS so I know the value of IS but for those in the $700-1000 budget, the 2.8 non IS isn't to be discounted. I wouldn't even give the 4.0 IS a look but that's my preference. I'd take the faster lens over IS any day. More background blur, ability to have one additional light stop for low light situations, faster autofocus in low light, and being sharper at larger apertures.

Another vote for the 2.8 IS. Bought the 70-200F4 non-IS on a whim and I seemed to have better results with my substantially cheaper Sigma 70-300 APO. Also did not know that this lens did not fit 77mm filters like it's big brother. I sold it soon after and picked up the 2.8IS. Great lens - just wish I had a bit more reach, but that's where the 1.4x or 2x come in.

If shallow DOF and creamy bokeh is your thing, you'll want the faster lens. Go f/2.8.

The Canon 70-200 F4L IS is a great lens extremely sharp and half the weight of the 2.8.
I am torn between getting the 200 F2.8 Prime or the 70-200 F2.8, if I do get the F2.8 zoom I think I will still keep the F4 as the weight is a great advantage when travelling abroad.
The 4 stop IS really works and even in low light you can get great portraits.
The shot below was taken at ISO 1600 F5.6 as a result of the 1.4x convertor and at 1/25th of a second - so that's handheld 280mm wide open at 1/25th would have been impossible without a support in the old days.
