Joffre is the Nova Chemicals gas plant near Red Deer.

 

What I'd like to know is: How come with this kind of surplus, why are they dumping another $1B into the already FAT Heritage trust fund? With things the way they are, we shouldn't even being paying provincial income tax for a year or two.
They should also be fixing our roads, building us new hospitals and put a brand new big screen LCD TV in every household.
