ABS not working or too much initial bite + all seasons?

Default ABS not working or too much initial bite + all seasons?

I recently picked up an AP1 s2000. It has hankook v2 concept2 tires and EBC yellow brake pads. I did some hard braking today to test out how effective the brakes were and they locked up on me if I pressed the pedal too hard. I have another AP1 but it has never had pads with an initial bite like these EBC yellows. I have also always run summer tires on my other AP1 as well.

The car has no ABS lights and after doing some searching I checked the fuses under the hood and they look fine. Is it possible that the brake pads are simply too much for the tires or is there something funky going on with my ABS system?
