yes it does.
lowers center of gravity. provides better traction. rear does not slid out as easy.

h&r spacers is 100 bucks per axle.
the custom spacers... cost about 100 bucks each.
no it doesnt stick out that much. it is flush with fenders.
20mm will make it stick out a lot.
car looks much more aggressive with the wheels flushed with the fenders.

i did all 4 corners... it would look weird if i just did the front. not only that, handling would also drop.
take a look at the above link from h&r.. or do a search on yahoo. lots of great review on spacers.
no ill effect whatsoever... only if you do it the right way. ie) longer studs...
