Welcome to the CR forums tgh1993......... As far as the scratches I'd have to see the damage to give you a honest answer. If they are just surface scratches a "good" detailer can do amazing things to remove them. If they are deep those may need special attention and even repainting. If you can post some pictures of the fender scratches and wheel curbing I'm sure we can offer some advice.
I wouldn't paint the hardtop another color, the OEM hardtop is one of the distinctive elements of the CR, plus it's worth around 3500-4000 in original color. You could try a vinyl wrap and see if you like it color matched.

I'm alot like you. I'm with Vanishingpoint in that I'd have to see how deep the scratches are, but if they are deep enough like mine were, I would. If you are OCD, like I definitely am, do your research to make sure they can match the paint properly. When it comes to the curbed wheels, you have two choice, buy a well kept used pair or go to a place to have them worked on. Mine were badly curbed and I went to a really good guy that took care of it all. You can't even tell anything is wrong with them anymore. Jerry Seinfeld and Jay Leno are some of his clients. As far as the hardtop is concerned, I wouldn't paint it. If you DO want a repainted one, then just get another aftermarket one and repaint that.

Do you have pictures of the scratches in the fender?
Personally I am against painting a single panel when it involves Pearl or Metallic flake. Only way I believe it can be done right is if the full car is sprayed, or all adjoining panels are painted and or blended into. Its a lot of extra money and work, but its the only way.
