hmm budget...here's what I would do:
1. midranged Pioneer deck
2. CDT 61 components
3. half decent 4 channel amp bridged to 2 channels
Or just buy everything used...

I can vouch for the Alpine iDA-x303. It's installed my car and I love it. I decided not to amp so I have the Alpine SPS600c speakers - separate tweeters and woofer with built in crossover. The iDA was $200 and the speakers were $120. I enjoy it and it gets as loud as I like it (top down, doing 80, volume up with no distortion or static).
Alot of folks like the Polks as well and of course they require a good amp to use their full potential.

Whats cheap to you? And if you want to keep the side controls, you'll be looking at another 70-90 bucks(should you go with a HU).
Best advice I got was to go listen to speakers some where and get something that sounds good to you. Each person's wants/needs/likes will be different.

Spent about $300 and happy with purchase.
Kenwood Excelon - $200 ish.
Polk db651s- $100 ish.
Polks speakers are decent; not the best, but good for price.
Requires zero modifications on doors, no hacking, no need for different speaker bracket/spacer.
Drops in.
