do you think this is an alternator issue?

this happens at total random and cannot be duplicated. happens one day, is perfectly fine the next week or 2.... then half way home from work today, radio started to power off then back on by itself(about 5-6 times before i got irritated and turned it off), then noticed the entire cluster flickering at anything under 3200 rpms. when i opened my door to get out while it was running, noticed the dome lights spazzing out too.

so i turned it off and went inside. came out after calling honda parts, started it up, and it was a steady 14.5-14.6 volts while running with radio on, top up and down, headlights, all that. im confused.

i rather trouble shoot the problem correctly than throw money at it like im in a strip club.
