Default DRL / In-line fuse questions

hey guys, so i bought this DRL module from ebay (http://www.ebay.com/itm/DRL-Universa...9WtzO5&vxp=mtr) and it arrived with an inline fuse from the battery to the module with a rating of 7.5. So when I wired it all up, the fuse immediately blew. I am unsure whether it's a module issue, or a fuse issue. not knowing a lot about this stuff, I assume that because the battery was outputing 12v-14v directly to that wire, that the seller should have had a 15v fuse in there right? Don't most "fog light harnesses" have a 15v fuse? trying to determine if I can just buy a 15v one and plug it right in. thoughts?

Note: sorry, "amp" not "volt" for fuses (hence my "not knowing a lot about this stuff" comment!)
