I don't believe that is true, Slow, but don't quote me on that. If I remember the process, it involves a long sequence of key presses on the remote, key turns, and engine starts. You repeat the sequence like 5 times, then the key is programmed.

I gaurantee it's true, I'm a dealer tech, It's ben true since the birth of Honda Immobilizers in 96. Unless you are replacing a US PCM with a JDM, Mugen, or any other JDM "Tuned" PCM. You will have to program the cars keys to the PCM. The JDM's don't use an immobilizer key.
The key cycles and remote button pushing is to program the keyless transmitters.
