Does your accessory outlet (cigarette lighter outlet) still work? If not, that fuse really IS blown. By the way, when the factory unit showed "code", it had come up and was asking you for the security code.
Didn't think to check the accessory outlet. Will do when I get home tonight. I will admit that I didn't actually do a continuity check on every fuse, just a visual. If the accessory outlet doesn't work, which fuse number am I checking? Thanks!

I'm familiar with the CODE display on the radio. I was referencing this just to show that the factory radio did receive power at one point, but no longer does. The factory radio doesn't even show the red security light which I've also read can be a symptom of a single blown fuse.

the two fuses that affect the head unit are #22 and #9.
problems that seem to come and go are often bad connections -
check to see whether any of the pins in the connectors are loose
or bent. You can also try operating the headunit while connected, but
not installed, and try jiggling the connections.

Internal micro-computer malfunctioned due to interference noise etc.

-Press the RESET switch with a ballpoint pen or other pointed article.

Have you tried this? The reset is behind the face plate.

Yup. Several times. But now that I think about it, not with power removed. Think it makes any difference?

I spent lunch today searching through more posts on the board. I'm now thinking it may have something to do with the dash mute button. I base that possibility on this thread where Modifry describes a blown mute circuit and gives some tests to check. I'll do those tests when I get home. If the dash mute is blown, might it cause symptoms like I'm seeing? If so, can I eliminate the dash mute circuit from the wiring and just be forced to use the new HU mute?

I just picked up the car used a week ago, so I unfortunately have no past history to know if someone may have been playing with the radio circuits in the past and accidentally fried the mute circuit.

Got it working! Pulled fuses 9 and 22. 22 was not noticeably blown, but failed a continuity test. Replaced with a spare 15A and life is good! Except...

I believe I do have a blown mute circuit. With the factory radio installed the mute light is dim, even when off. When mute's engaged, it lights up brightly.

When I install the new HU with the DCI two things happen.
1. The dash controls don't work at all.
2. The DCI gets so hot I literally burned my thumb just picking it up.

Everything on the new HU works great with the DCI unplugged from the pnp harness. I don't really care if only the mute circuit doesn't work on the remote controls, but I'm certainly not plugging in the DCI again until I get some more direction.

I'll got to Modifry directly to see if he has any ideas on how to proceed. THANK YOU! to everyone that was so helpful, so quickly. I'll try and reciprocate when others have issues. I feel I know the radio circuitry pretty well now.

There does seem to be about 1.1mA across the circuit, which is normal.
What's wrong with this picture?
