In the end, I had to remove the setup (a costly failure) due to lack of airspace outside the enclosure, I went with less power and a smaller sub. To eliminate the rattling tray, I simply put the spare tire jack between the tray and car and lightly jacked the tray. Enough pressure by the jack and the tray stopped rattling almost completely. Free fix.

i used dynamat and stuck mine around the loose holes and parts where it was most rattling. although didnt work so i pulled the whole thing out lol

Does anyone have photos of what the parts look like after they pulled them out, are you pulling out the liner first and then the parts that create the tray?
