Have you tried to open a map and then switch to the tuning template?

Is there a compatibility mode for vista? you may be able to right click the aem .exe and choose options for it.

Under Properties for the shortcut of the executable you have the compatability tab.

But also, have you tried to run the program as administrator?

If you right click the shorcut to exe you get an option to run as administrator.
