Shouldn't my EMS be able to control when the fan comes on?
Yes.

I just read that the delivered calibrations for factory Honda sensors in the EMS are more than likely off too. So, perhaps I'm not even as hot as I think I am. Now I'm confused

Since you have EMS try a Mugen thermostat and have your fans come on around 170*F(about the same as Mugen fan switch). Temps should be significantly lower this way.

Here's a great thread by Gary Rudolph with IAT and ECT calibrations.

If you have an EMS, then you can set the fans to turn on whenever (as long as it isn't under the stock thermostat temp I believe). Also a water temp gauge helps as well to monitor true temps.

With my water temp gauge, my water temps never go over 200F with the AEM EMS.

I don't think a larger radiator is needed in your case. Set the fans to switch on earlier and call it a day.

The only thing I can't seem to figure out is where it is I tell the fans to come on at 170 less 200 for that matter!

I'm running the Comptech AC SC and a Koyo Rad. I know I don't have the disadvantage of heat from an intercooler, but my fan hardley ever kicks on, even when I push the car doing auto-x.

170 is far to cold to have the fans kick on anyway so maybe thats a good thing you can't find it

Going down the highway (best cooling you can get) in the WINTER my coolant temps hover around 175F. To turn the fans on at 170F, that means they'll be turned on going down the highway which is more of a restriction then anything else.

Also note, the engine is "properly" warmed up at 170-180F so you wouldn't even let it get up to proper operating temperature.
