Default AP1 MPG is terrible... why?

I have a 2002 AP1 S2000

Mods
Vortech V3 SC trim
Vortech powercooler
6 PSI
AEM stand alone
OEM cat
Greddy catback
Ap2 Diff
Stock injectors with vortech riser
Mishimoto radiator

I have been reading on the MPG of supercharged S2ks, and it seems people average between 20-26 mpg.

My S2k is getting 15 mpg combined street/highway.

Why would it be getting such garbage MPG?

It seems to not matter between civilized or harsh driving. I did a test and with no harsh boosting it only got 16mpg.

It pulls hard isn't running rich. When I plugged the stock Ecu in it read zero cel which a clogged cat would trigger a cel? Or am I wrong.

Like said above doesn't matter between civil driving and harsh. It gets around the same. Ran fuel injector cleaner with zero improvements. Motor isn't smoking and compression is good.

I do not have a wideband, or any aftermarket gauges for that matter.
