BOV not working properly
I just replaced my inlinePRO turbo kit with the Full-Race turbo kit. Actually, I replaced all but a few items. One of the items that remains is the inlinePRO BOV. Last night I picked-up the car from the shop and drove it home. I didn't get on the throttle too much, but noticed that the BOV wasn't going off. I also noticed compressor flutter. The shop has checked all applicable vacuum lines and they appear to be hooked-up properly. They asked me if the inlinePRO BOV has some sort of adjustment nut that might need to be adjusted in order for it to start working again. They will verify this themselves when I bring them the car on Monday, but I wanted to see if you guys had any suggestions.
I had a turbosmart BOV and once in a blue moon it used to get stuck. So i took it apart and found a very tiny score mark on the cylinder. I deburred it and put a bit of grease all around it and it was working fine after that.

Take the BOV apart and clean it.It just might be dirty and needs to be cleaned and lubed.
Do you guys think the length of the vacuum line going to the BOV could be the issue? The vacuum line goes from the IM, along the front cross member and to the BOV which is in the front right corner area. Optimally, I think you want this vacuum line as short as possible.
unlikely although that's quite some length, but the best thing to do is measure vacuum with a vacuum gauge and make sure vacuum is accetable.
If the BOV is fine, then it's possible you can have a rupture in the vacuum hose.

So, how would I go about using a vacuum gauge? Please excuse my ignorance, but I really don't understand.
Sounds like you're not getting enough vacuum for 2 bov's. Try running the shortest length of vacuum tube to the bov closest to the throttle body and leave the other bov disconnected. See if that makes a difference. Then try vice versa.
