Sounds like you're not getting enough vacuum for 2 bov's. Try running the shortest length of vacuum tube to the bov closest to the throttle body and leave the other bov disconnected. See if that makes a difference. Then try vice versa.
I am only running one BOV right now; the plan is to eventually run two.

I am going to have the BOV removed tonight and inspected. Chances are it may be dirty.

Well, that is where my BOV resides now. The plan is to run 2 BOVs--one on the hot side and one on the cold side. A vacuum line will run from the IM to the BOV on the driver's side front fender area and from there to the second BOV on the passenger's side front fender area.

So, how would I go about using a vacuum gauge? Please excuse my ignorance, but I really don't understand.
I would just try then what was suggested here by John_Z. Just easier.
A vacuum gauge can just be used to pinpoint various things like vacuum loss if for example you measure certain vacuum reading with a short piece of hose. Then lay out a long piece of hose as the one you got, then remeasure. If your vacuum reading drops, then you know that the hose being that long, loses vacuum which may not be enough vacuum to operate BOV

Well, the shop hooked up a vacuum gauge to the line going to the BOV and it was pulling 22 xxx (don't know the exact term). According to the shop that is pretty high. They took the inlinePRO BOV apart, cleaned it, and it still isn't functioning properly. They even installed the BOV on another turbo car and it didn't work. So, for whatever reason the BOV appears to have gone bad.

Which BOV is this? I know it's inlinepro but i know they had some different ones go out w/ their kit. At least in the past.
