Compressor surge?
I'm guessing what I'm hearing is compressor surge. I know my waste gate and BOV are old but as I started to hear a loud spudder I thought maybe they were having a hard time opening. Well I took them apart cleaned and oiled them, but now I'm still hearing the same noise.
I opened the hood with the car on, revved the engine up real high and the turbo sucked in at the mouth and when I let go of the throttle it pushed air out at a high rate of speed and the spudder was loud. IS THIS COMPRESSOR SURGE???

If the air reversed back out through the compressor inlet, yes, it is a form of surge. However, if you were inside the car revving you wouldnt be able to feel it for yourself, so it could very likely be something else.
Sometimes BOVs will flutter, which often gets mistaken as surge. It doesnt usually happen under high boost conditions, but being that you were in neutral its hard to know for sure.
If you can get a clear audio recording of the sound I may be able to tell you one way or the other.
