Default downpipe thru hood really bad?

My curiosity got me thinking about all these exhaust coming out of the hoods with the downpipe sticking out (or should I say "up pipe"). Obviously its illegal to have no cat on a street driven car. So when a cop pulls someone over with the downpipe (or uppipe), sticking out of the hood, isnt that a huge fine???? The other day I saw some turbo civic that had the exhaust out of the hood driving around and I was just thinking, damn, thats a huge ass ticket right there. Do u guys with open downpipes out of the hood drive around town? Id be scared shitless everytime i go around driving like that. Im sure some of the other boosted cars do it like the evos, sti, etc do it too.

Sorry if this is the wrong place to post this question.

I’m sure that’s illegal in every state. Run a dump if you must, but run it down, not through your hood like some tool, looking to get any attention they can.

I personally wouldn't run the exhaust through the hood. But my dump tube does come out the hood. I wouldn't necessary say i'm a tool. haha

It was just a lot easier to route it through the hood. Although i do think it looks a little silly sticking out so far.

mine used to be out my hood. never had undo attention or issues (until you hit the 2-step at a stop light). i changed it to fender though. Its real pain in the ass when everytime you start the car, the entire hood is covered in exhaust/condensation.

I don't think the dump tube out the hood would be illegal, but all the other stuff on the car would be.
