I have a solid 3/4" of an inch, maybe a full inch. We do not have the same compressor covers from what it looks like. I have a Precision "B" housing compressor cover. Yours looks much larger. I'll take a pic when I get back home on Monday.

he most likely has a t04E cover instead of a t04b cover like you and I have jim, plus you have to add in the extra 1/16" for the chrome blingin polish.

Possibly a stupid question... is there any reason for concern if the turbo does hit the frame ?
Lucky you, I never got that 'hook up'. Yes, he is right, you don't want to snap a bolt from a hit during torquing when boost hits or contact vibrations.

wow, that is very very close. That is going to hit the frame when the engine moves even in the slightest

wait... but that isnt the way the compressor housing is going to be clocked. Have you tried clocking it to where it needs to be and checking the clearance then?

You are going to hit regardless that close. Even if you can clock the turbo, which looks impossible to do as your outlet is in the correct position now, it will hit. Even with a torque damper. Its a damper not a stopper, you want some engine movement. You are going to need to notch the frame rail if you keep that compressor housing.
