the vacuum line goes from the turbo to the nipple on the side of the wastegate not the top of the wastegate.

If you want to run it off the wastegate, you run your vacuum source to the side port on your Tial. You leave the top port vented.

The top nipple is only used if your using an ELECTRONIC boost controller.

Running off the spring and a manual boost controller both use the bottom nipple.

A vacuum source of some kind. Some use the nipple off the turbo (if yours has it) and others will use one of the nipples steming off the intake manifold. It doesn't matter either way.
