internal wastegate question

if i buy a turbo with an internal wastegate, can it be taken off and used without it? The turbo is a garret gt35r.

You can convert an internally wastegated turbo to "not use the wastegate" by welding the flapper valve shut, but it seems to be counterproductive, as you can buy a GT35 that is made for external wastegates.
