Default Lower Tie bar woes

When I made my exhaust I tried going over the lower tie bar area as high as possible but it seems I still need to space the tie bar 3/8" to clear the exhaust. How have you guys solved this problem? I'm worried that using washers will hurt handling as the entire area of the frame isn't touching the tie bar.
