Default Need help with boost spiking then falling off quickly

This is on a new build. I'm having issues with boost spiking to 16psi around 5500 then falling to 9 near redline. the wastegate has a 7psi spring in it. I believe its an issue with the 4port macboost solenoid as last time when i changed out the turbo i forgot to hook up the line to the compressor housing and it boosted to the moon. Can anyone give me any insight into this? The boost target is set to 14 psi

Rundown of the parts
05 S2k
AEM infinity
4-port macboost solenoid
3" IC piping all the way
PTE6062BB
Tial BOV and wastegate

The easy way to make sure its the boost controller is to run wastegate pressure by eliminating it.
