Noobish question
Well when it comes to turbo, GReddy is probably one of the cheapest ways to go. I just picked my kit up for 3k. With boost gauge/controller and tune probably about 3600 altogether and I'll be sitting right around 300whp. Obviously the GReddy kit has limitations. If I did it all over again, I would have thought longer about SC'ing. I do love the BOV sound though.
If you buy a kit for 3000 and then need engine management and injectors and pump and tuning you get the idea, not gonna work on that budget.
I have seen posts about people that got their custom setups together for 3-4k, but thats with fabricating everything yourself and also find steal prices on single items here and there.

^Not necesarily true. Just look for a complete used kit. The key word being COMPLETE. Because, when people say you can get an Inline Pro kit for $4k they are lying. Comes with no engine management, fuel managment or tuning. So that's another 2K or so you have to add to it. Then with Inline you have to get a clutch with that power because you will turn the boost up, another 1K, at least. You should get an exhaust, but not absolutely necessary to make it work. then gauges, boost controller etc..
If you want budget, look for either Greddy turbo, CT or VT superchargers. That's it and they are all COMPLETE. You should be able to get a used anyone of those kits for 3K or less. Got my Greddy kit with 300 miles on it for 2100 complete and am still on stock clutch. It's slipping now and will replace soon, but I ran it for about 3K miles on a car with 58K miles. Not making 350 whp, but put down 275 on 9psi on a completely stock exhaust. Now have Invidia dual and HFC and turned boost up to 10 psi and should be about 300whp.
Just search everywhere. i bought mine off of Craigs list.

sure you may be able to get a whole kit together for cheap if you knew what to look for... and if you get it used and what not.
i'll tell you what i did... I got lucky.. I bought my kit that i had brand spanking new for 2500 bucks... that did NOT include fuel and ems components..
I went with GODSPEED's turbo kit. look at GODSPEEDPROJECT.com.
If you've ever been apart of the DSM world like i was, you know how great their stuff is.
I had a t3t4 50 trim ball bearing turbonetics turbo kit. came with front mount, greddy rs bov, revhard mani, 2.5 down pipe, tial 38mm ext wg and all the necessary lines and couplers ect ect... it was litterally a complete kit MINUS the oil relo kit which was like a couple hundred more. 300 something for 750 rc injectors and clips and i purchased the aem ems 1052U from a friend..
after it was all installed i had my tuner come to my house and tune it to get it to ISP in maryland where he tuned it...
now.. that was my setup.. at 9 psi, i ran 301whp.. the spool was almost instant and that was the HP that i was looking for.. i wanted a daily driven 300whp s2000 and i got what i was looking for and that was the budget i had set
YOU are gonna have to decide what hp you want, and what components you want.
whether your gonna do the work yourself or not... id it all myself with help from Anthony *sparrow* and he was there when i was tuning at the shop as well.. he's seen first hand the build up and tune.
and having great friend for moral support is very helpful...
so figure out what your looking for, set your goal, and keep on that path.
i paid no more than 4 grand IN PARTS... i did my own install, and my tuner charged a couple hundred for tune...
so with your budget, i wouldnt be able to go turbo up and running using those parts i listed... However, if you buy used... you may have a chance.. but i cannot stress enough the importance of the tune. if money needs to be spent on ANYTHING.. it must be the tune...

I was just looking at GodSpeed's kit not even 10 minutes ago. It appears to be a nice kit, at least for me. I'm not looking for huge number gains right now, only about 60hp or so. I will be sticking to a stock motor in terms of headgasket and internals. I will be doing the install with an experienced mechanic in order to save money there and there is a tuner about an hour away that has plenty of tuning experience. Thanks for the input Sandy!
If you truly are just wanting 60hp then my advice is to stay stock. In my opinion, the input of money and time is not worth it for those power gains. But thats my personal opinion.
My suggestion is that you save the money for a real solution thats proven and works. What I mean with a real solution is a setup where you use a real engine management such as aem ems, kpro or whatever. I do not believe in "no tuning required" solutions. If I had to go that route I would go supercharger and not turbo. As supercharger setups have less variables than turbo setups.
