Default overboosting!

I am currently overboosting even though my 38mm tial wastegate is set at I believe 8 psi spring (the boost cut was at 15.9 psi. I have the MAC solenoid wires connected to the AEM EMS pins D16 and D4. Port 1 off of the MAC solenoid is T'ed to side of wategate and turbo, and Port 2 goes straight to the top of the wastegate. The Boost WG Duty Min is set at 10.2% and Max at 85.2%. Is the MAC solenoid Normally Open? In other words, if there is a bad wire connection would the solenoid stay open? Any ideas?

How do I wire it up to be normally closed? Btw I also disconnected the solenoid wires but still getting the same thing; I'm assuming mac solenoid are normally open then? Does the polarity matter on the two wires off of the solenoid? The cold weather shouldn't increase the boost by 2 psi right? I now have the boost cut set at 10 psi.

Are you using plastic or metal tees?

I THINK that normally open/closed depends on which wire you wire to what, just Google it, i will when I get near a comp

*edit* that is wrong, looking it up...

Well I disconnect both wires and still overboosts. I may also try just bypassing the solenoid and just run a line from turbo straight to the side of the wastegate and leave the top fitting of the wastegate open.
