Smoke at idle on new install
I ran a restrictor on my b16 when I had a 57 trim..it needed one. Although some turbo's do not...depends on who made it, and what type of pressures you need.
If your picture is correct, your oil return is the culprit. It's backing up the line there, and not feeding back to the pan. There should be no sags in the line, a straight shot.
Your return is gravity fed only, so keep that in mind. No point in the line should it be lower than the exit.

Journal bearings do not require a restrictor. Only bb. I called precision and they said not to run a restrictor. The oil return does suck but in order to fix it they would have to remove the weld and add a bunch of aluminum to offset the angle back to a perfectly vertical surface.

I went w/o one for 6 months and it smoked on occaision, called Garrett, they said I could use one..and even seemed like it picked up some spool on the street.
Regardless, I think you answered your own question...if you want to fix it..you have to fix your oil return.
I concur with the oil restrictor and feed lines. I was running a line that was too big and didn't want to buy a new line so I ended up getting a restrictor and my puffs of oil ceased so I would give that at try before going with a rebuild or new turbo.
