A normal welding shop cant do it. Welding stainless or mild steel to ductile cast iron is not an easy process. I would recommend buying the turbo with a housing that already has a V band flange on it, done by a shop that has the equipment and experience to handle it.

after talking to my buddy he said it would be a bitch to do and suggested just using the 4" flange and getting a 4" to 3" reducer pipe with a smooth transition to get it down to 3" as nothing will be as strong at the original casted flange. i already ordered to turbo last night

The adapter does require extra space to build a downpipe. You either need to modify a downpipe or have one custom built.
