What does it mean to be CARB Legal in CA?
From what I have been reading in the internet, does it means that it will automatically pass the visual inspection since I have the sticker and also does that mean I will automatically pass smog?

Hmm only CARB legal turbo kit that i know of is the Greddy kit. A Comptech supercharger is also CARBed. Most if not all turbo/supercharged kits in CA are deemed illegal for a street car. It might pass the visual depending on who is checking your car. Other than the visual the hardest part is the smogging aspect of it.

cali has some of the most moded cars on the road and we also have the worst smog regulations. Everything is so corrupt. If you want to stay smog leagal stay stock or buy a fast stock car. If you want to mod your car just get an illegal smog and pay someone off like the rest of people in Cali.
CARB is California Air Resources Board. Basically all it means is that specific part was tested for your specific car and passed their emissions standards. You still have to go through all of the same inspections but with out it you will automatically fail the visual. If you upgrade other parts like exhaust they will also need a CARB sticker. If you pass the visual but are still having issues with they dyno run, there are some additives you can use to help a little. I forgot the one I used but it had a picture of a red 3000gt on it. it helped a little but I still had to get a new cat. I heard running your engine really hot just before testing helped also but I haven't tried it. The test location should let you leave, fix any issues, then come back and try again at no extra cost.
like riceball777 said you can also pay someone off, but if you get pulled and they catch you you run risk of getting your car crushed if you can't fix the issues. I've also heard of people swaping the vin plates to get exemptions but that was only for older trucks.
