Well... if i remember correctly you take the pictures you want to use to make the gif and open them in image ready. there, it will allow you to create a "slideshow" and you can paste in which pictures you want in the animated gif.

there are also a bunch of cool things to play around with like transitions, delay times etc.

forgive me for this lax explanation it's been years since i've touched photoshop

just open the pic in photoshop, edit it the eyes in one place, save as... edit the eyes in a different spot, save as... etc until you have as many frames as you want.

then make a slideshow in image ready like someone suggested.

 

Not trying to sound snide but you can do a web search for animated gif and see what you come up with
