It means that the team of engineers at Honda R&D designed the motor (and related air/fuel delivery and exhaust system) to make the most horsepower for their production specification. That's why horsepower gains with intakes, headers, exhausts, etc. on the F20/F22 engine series are minimal. In some cases performance is decreased by use of certain aftermarket parts. All the "low hanging fruit" so to speak was addressed at the design stage by Honda and there is very little left to improve.

Eh, yes and no. A well designed (read: custom 3.5" ram air intake), enlarged throttle body and intake manifold, and 3" exhaust has been proven to make a lot of power. Easily the most bang for buck if you're staying all motor. Of course, that's with a tune.

That's why I mention the "production specification" part. If emissions, fuel economy, noise levels, etc. are not constraints for power then yes, I would agree that a tune plus the parts mentioned would be a great place for an all-motor start bump in power.

My point to OP was that this was a well designed car by a talented group at Honda. Some tape and a larger intake wont produce a significant power gain.
