I think what they did was to extend the exhaust pipe past the rear bumper and then put a muzzle on it. It quiets the car down to the dB levels allowed at Laguna Seca. The problem why it looks so bad is, is because the exhaust ran so hot, it burned and melted away some of the plastic bumper.
