I think the stabilizer bars are also called turn buckles.
I thinking of making the splitter out of thin aluminium then covering that with carbon fiber due to the fact I do not have a mold or an auto clave to do this project.
The panel (1 piece) would continue under the car in place of the stock plastic lower splash guard.
What is the exact difference between an front lip spoiler such as Mugen and a splitter?
They perform the same function do they not.

stabilizer rods are for splitters...
The difference with a Mugen from lip splitter is that is a much more finished product and is light weight fiber glass. It does not take beatings very well and is prone to chipping/cracking if hit.
The CF splitter is light weight, flexible and can be grinded/cut to the shape you want. It can also take a beating.
The aluminum splitter depending on material grade can be heavy.
They all provide downforce to the front end at high speeds and minimize air flow underneath the car.
The actual handling upgrade depends on the application of the splitter. If it's not installed properly it can have serious adverse effects on the car!!!
Combined with canards, it can increase cornering stability.
