Is there any reason somebody would prefer running a skinnier rim on 255s? Ex: 17x9 all around instead of 17x10 all around. In other words is there ever a time where sidewall flex is desired?

Is wider is always beneficial to performance, with the same size tires?

Up to a certain point, I would say virtually always.

Less flex, sharper turn-in, etc...

does 17x10 +45 at the rear require to roll the fenders?

Yes, you'll at least need to roll and relocate your bumper tab.
