i just dont even understand how that can be safe to drive on! it looks like if you get enough traction into a tight turn, the tire would blow right off the bead!

Stretched tires is dumb as shit and looks terrible. Rice to the tenth degree. Reminds me of the early 90's when everyone had 13 inch wire rims sticking out 8 inches past the fenders and had so much offset there was less tire under the car then there was outside the fenders. That crap was dumb as so is this crap. Its a fad that will soon disappear when 20 somethings who still think they are 14 decide oval rims are cool.
