Well sure if you are a Gallery admin/moderator then you would of course be making a significant contribution to the community which is really the only qualification you need to be considered a member 
Doing this involves a fair amount of responsability in that you become responsible for the Gallery, seeing that it works well and is lively and engrossing. That might include doing things that seem somewhat tedious, uncomfortable or frustrating at times. Thousands of people are going to depend on you to be there and make it work. It's a challenge and you need to be willing to commit to it. Please consider this when you think about whether you want to do it or not. You may find yourself pulling your hair out at 2AM to fix some problem though hopefully not often
