Ap2 bride seat rail? Interchangable with ap1?

Default Ap2 bride seat rail? Interchangable with ap1?

How's it going guys, I recently bought a pair of HKS recaro seats very similar to sr-ii or dc2 seats, and I know forsure these fit in the s2000 for anyone interested in the future. The seats included ap1 rails, however I have an ap2, 2007 so only the drivers side fit.
I realized I needed to buy new mounts for the passenger side, the current ones on them are bride, but they look modified, and cut and rewelded for whatever reason to make these seats work with the rails. It seems as though there needed to be some kind of modification with the bride seat rails to make these work (they're bottom mount by the way), or for whatever reason the original owner ( i believe i'm the 3rd)

1) I'm curious if these mounts look safe, the welding looks alright. Any clue as to any company that could've custom modified the rails?
2a) Is there a complete replacement mount I could buy that would fit with this seat for the 07 ap2?
2b) If not, Let's say the mounts look safe, would I be able to reuse the top portion of the mounts, and just exchange the rails with another bride seat rail ap2, the bottom part that bolts to the car?
3) The original owner also shaved off the stock seatbelt mounting point, any ideas as to where to mount the seat belt?

weird, what's with those silver bars? almost look like another set of sliders perpendicular to the forward/backward sliders. they look unnecessary and just add height. Can you remove them and mount your seat to the bracket instead? can't imagine you want it to sit higher..

I'm going to try that, but they must serve a purpose... I think it allows the seat to slide perhaps?
