So you're saying it's just part number 3 in that picture that's stopping the seat from reclining more than it should? Does it just lock at a certain point in the 06+? And the one you used to swap out is from any 00-05 seat?

I bought a set of CR seats. I hated how the passenger side would not recline and how the top of the seat was above the roll hoop. So when I was swapping my AP1 rails onto the CR seats, I also swapped the reclining mechanisms. It was pretty easy, only a couple bolts IIRC.
Now I probably have the only set of CR seats that fully recline on both sides.

Back from the dead - just bought some CR seats and noticed the same thing. Passenger side won't recline like my '04 and even the driver's side.
Glad I searched!!! Going to swap the reclining parts from my stock seats over.

I've had 3 06+ and never noticed this. My passenger seat is in the exact same position as my drivers seat.
One thing to note, 08-09 seats have a higher headrest that sits above the roll hoops, one reason I prefer 06-07 seats.

I've finally go tot the bottom of this passenger seat recline issue.
Notice the area circled in red showing the difference between the '06+ and '05 bracket. The bottom cut-out notch on the '06+ bracket is to accommodate the passenger seat-belt mount point. The '05 tension spring for the recline handle lower mounting will interfere with the passenger seat-belt mount point as well. Due this there 2 major differences, you cannot swap a pre-MY06 bracket onto a MY06+. I'm not 100% sure if MY07+ is any different.
Here is the reason why the seat will not recline as further back between the brackets. Notice the '05 bracket pressed notch is much wider allowing the vertical plate to move further back.
And here is the pièce de résistance. In both brackets, there is a round pin that sits in the slot where the pressed bracket allow for the range of seat recline.
Now to find a way to modify the '06+ bracket to allow for more lean angle. I was thinking drilling the slot further back to allow the pin more range to travel. What do you all think? I don't know in do so will create structural weak point making this dangerous mod. The metal bracket is 1/8th inch steel. I feel that this is pretty substantial and thick enough to withstand some cutting without any major issues.

Some things are unclear. I clearly see that the reduced width of the pressed notch is what reduces recline angle. However in what way is that narrower notch related to seatbelt cutout at the bottom of the bracket?
Further, what is relationship between seatbelt notch and passenger airbag? (Or maybe there isn't any?)
How do seatbelt mounts differ, in that '05 doesn't require that notch?
