Default $1500 worth of performance upgrades

Hello,

A friend of mine owns a JDM S2000 which is Mugen tuned. The car has a complete mugen exhaust system from Japan and even has a performance clutch installed. Its a 2004 model with the F20C (due to being JDM). He is now looking to spend around $1500 which will give him the most substantial gains in HP. Your opinion/advice in this matter is highly appreciate.

Note: This car is not in the US lol

Nitrous. Nothing short of FI will give much added hp for these cars.

Next best mod while staying NA will be a tune. Either a Greddy eManage Ultimate, AEM EMS, HKS F-con or Kpro. Where is the car located? He'll need a tuner.

The car is currently located in Pakistan. Unfortunately we lack proper/trained tuners so that will be an issue. How much power gain can the car get with the addition of branded headers/intake?...My friend is currently not interested in NOS...Supercharging is an option but would be just too costly by the time the setup is shipped from the US to PAK. Thanks

OK well figured he had a full exhaust meaning header test pipe exhaust etc when you said he had a full exhaust system. If he has stock cat you can do the test pipe and then a mugen header if you want to keep it branded or go with a Ricks header or J's racing header. Non of the standard bolt on mods will gain you much power though so don't expect anything drastic.
Intake bang for the buck I would go with the K&N FIPK. I really like mine.

Header, test pipe, tune, gears. Anything else will be above his budget for the gains he may be looking for

I agree gears are best bang for buck mod, but doesn't actually add any power if you are just looking to add hp as you said in the original post. I love my gears though and definitely a very good mod.
