I'm not sure I understand what you want, but only Haltech and AEM make AP1 plug and play EMS and neither is remotely legal in California. KPro is semi-emissions legal, but isn't plug and play. It requires significant wiring and sensor swaps. The best really depends on what you're looking for, which you didn't clearly enunciate.
