Can't put it down to 13 using VAFC II :(

I got the UEGO installed, as well as the VAFC II
When all corrections are set to 0...
the car is reaching high 14's and high 15's on WOT....so apparently I did few runs, and tried to add fuel +positive correction, and here's the problem I faced
I was not able to decrease all the AFR across the whole RPM range... and I did so by setting the corrections to +20 and 30... and on LVT .. at around 4000-5000 I reached +50 which is the maximum, and I was barely able to put it down to 14.3 ... what's wrong with the car ?!?!! Is it a bad UEGO or bad VAFCII ?!! or bad car...
I taped what I did on a digital camera, I'll upload them tomorrow so you can trace it, I taped the UEGO near the VAFCII monitor (RPM and correction) to relate them together..
We don't have dyno here, nor good tuners..
I have 2004 EDM AP1 F20C2.... AEM V2 installed, headers 63mm, 70mm invidia testpipe.70 mm exhaust invidia N1 single tip
